The LTSA executive team is based in Victoria, Vancouver and New Westminster and is led by President and Chief Executive Officer Godfrey Archbold.
Godfrey Archbold, MPA
President and CEO
Godfrey Archbold is the President and CEO of the LTSA. He reports to the LTSA's Board of Directors and is responsible for the executive oversight of the company. Prior to the launch of the LTSA, Godfrey had an extensive career with the BC public service in a variety of senior roles.
Godfrey has a BA in Political Science and History and a Master of Public Administration, both from the University of Victoria.
Greg Pedersen, MS, CA, CPA (Oregon)
Vice President and Chief Financial Officer
As Vice President and Chief Financial Officer, Greg Pedersen is responsible for the Authority's financial operations, purchasing, facilities, and supply chain management.
With more than 20 years of financial management experience, primarily in the technology sector, Greg has worked with organizations in Vancouver, London and San Francisco. Before joining the Authority at its inception, Greg served as the Chief Financial Officer of Trapezo, Inc. raising over $16 million to launch the company. Prior to Trapezo, he was controller of Scientific Learning Corporation, part of the team that took the company public on the NASDAQ exchange. Previous accounting and financial management positions include tenures at QuadraMed, Macromedia and Price Waterhouse.
Greg holds degrees in Economics, Business Administration and Taxation, is a Chartered Accountant and a member of the American Institute of Certified Public Accountants.
Al-Karim Kara, MBA, CMA
Vice President, Business Transformation and Chief Information Officer
Al-Karim Kara joined the LTSA as the Vice President of Business Transformation and Chief Information Officer in November 2009. Al-Karim is responsible for leading the organization through a process of significant technological and business process change as well as leading and overseeing programs related to information security, IT services, and strategic IT planning. He brings the executive leadership and technological experience needed to successfully guide the LTSA's multi-year business modernization initiative. Previously Al-Karim was with Xantrex Technology Inc. where he held a number of executive positions, including Vice President of Operations, Interim CFO, and Vice President, Information Technology and CIO.
Al-Karim holds a Master of Business Administration degree from Simon Fraser University and is a Certified Management Accountant.
Liza Aboud, MBA
Vice President, Business Development and Communications
Liza Aboud oversees new business initiatives, strategic partnerships, product management and communications. Prior to joining the LTSA in November 2007, Liza was the National Director of Marketing at Davis LLP, a full-service law firm. She has 20 years of strategic marketing, communications and investor relations expertise gained in the legal, technology, utilities and advertising sectors.
Liza has a BA in Economics and a Master of Business Administration in Marketing and International Business, both from McGill University.
Rob Cutler, CHRP
Vice President, Human Resources
Rob Cutler is responsible for the overall people strategy and planning for the organization. Rob is an experienced human resources executive having worked in many different industries in both private and public companies. He has held senior human resources positions with a global financial services company, a North American services organization, a global consulting and outsourcing company, and a national telecommunications start-up. His experience includes compensation and benefits, employee engagement, organizational development, recruitment, performance management, change management, training and development, employee wellness, and corporate communications. His strength is in leading the implementation of innovative and effective HR programs.
Rob has a Bachelor of Commerce degree from McMaster University in Ontario, is a graduate of the Human Resources Management program at BCIT and holds the Certified Human Resources Professional (CHRP) designation. In addition, Rob is a past member of the Dean's Advisory Board to the BCIT HR Programs and is a member of the Board of Directors of the BC Human Resources Management Association.
Leslie Hildebrandt, LL.B.
Vice President and Corporate Counsel
Leslie Hildebrandt oversees the corporate, legal and regulatory affairs of the LTSA. Prior to joining the LTSA at its inception in 2005, Leslie acted as Chief Advisor for the Province of British Columbia in establishing the legislative and governance basis for the LTSA. She has over 18 years of regulatory reform and land administration experience, particularly in the areas of:
- Environmental assessment
- Property assessment
- Environmental protection
Leslie is a practicing member of the Law Society of British Columbia. She holds a B.Sc. (Honours) and LL.B., both from the University of Victoria.
Craig D. Johnston, LL.B.
Director of Land Titles
Craig D. Johnston is the LTSA's Director of Land Titles. Craig joined the LTSA in March 2006 as Registrar of Land Titles for the Victoria and Kamloops offices. Prior to joining the LTSA, Craig worked both in private practice as a solicitor and as corporate counsel with a large BC-based land developer. He has extensive real estate and corporate/commercial experience serving both commercial and residential clients.
Craig obtained his LL.B. from the University of Victoria in 1994, and began his legal career in private practice in Victoria and Vancouver.
Mike Thomson, BCLS
Surveyor General
Mike Thomson is the Surveyor General and Boundary Commissioner of BC. The primary function of the Surveyor General is to maintain the quality of the land survey structure of the province. This includes working with land survey professionals to establish survey standards, approving legal survey plans of public and certain private lands, and addressing property boundary issues. Mike is also a member of the Board of Management of the Association of BC Land Surveyors, appointed as the government's representative as prescribed by statute.
Prior to joining the LTSA in September 2007, Mike was the City Surveyor for the City of Vancouver. Mike previously spent 10 years in private practice as a BC land surveyor in the province's Lower Mainland.
Mike received his commission as a BC land surveyor in 1983. Mike was born, raised and educated in BC and earned a Diploma of Technology from BCIT in Land Surveying in 1979.
