Full Time - Temporary Opportunity (re-posting)
The Land Title and Survey Authority is seeking a land surveyor to fill the position of Deputy Surveyor General for approximately 18 months on a full-time, temporary basis in its Victoria offices.
The Surveyor General Division is responsible for maintaining the quality and integrity of the survey structure of BC. The Surveyor General approves surveys of Crown land, manages statutory obligations under legislation, provides guidance on survey related issues, prepares Crown grants and required documentation supporting the disposition of Crown land, maintains inter-provincial boundaries and maintains records contained in the Crown Land Registry including survey plans, field notes, historical survey records and Crown grant documents in hard copy and electronic formats.
Responsibilities:
- participate in the development of statutes, regulations, policy and procedure;
- advise on legislative initiatives and pertinent sections of the following Acts and Regulations: Land Act, Land Survey Act, Land Surveyors Act, Property Law Act, Land Title Inquiry Act, Mineral Tenure Act, Coal Act, Oil and Gas Activities Act, Petroleum and Natural Gas Act, Srata Propety Act and the Land Title Act;
- participate in the interpretation and application of appropriate statute, regulations and the General Survey Instruction Rules;
- provide factual information and counsel in support of treaty negotiations and provide direction and professional advice to provincial ministries and agencies in support of programs involving the use of land where spatial definition is required;
- exercise professional knowledge and astute management to ensure the maintenance of the Crown Land Registry as a complete record of surveys of all primary parcels of land (comprising approximately 92% of the provincial land mass);
- supervise a small staff of survey technicians and technologists.
The Deputy must form alliances and build partnerships to foster shared service delivery for the collection, maintenance, management and access to information. As such, the position liaises with several contacts, including:
- the Integrated Land Management Bureau, the Ministry of Agriculture and Lands, the Ministry of Aboriginal Relations and Reconciliation, the Ministry of Attorney General, the Ministry of Transportation and Infrastructure, the Ministry of Energy, Mines and Petroleum Resources, and the Mineral Titles Branch and the Oil and Gas Commission, private practicing land surveyors and, at times, private land owners, to offer professional advice and counsel on land survey issues and practices.
Applicants must hold a commission as a BC Land Surveyor (BCLS) or be eligible to be commissioned. The successful candidate will demonstrate a strong understanding of cadastral surveying and boundary issues and be familiar with the legislation governing the practice of land surveying in BC.
The successful applicant will have strong people leadership skills with proven abilities to manage staff in a diverse work environment. Proven written and verbal communication skills are required. An ability to build relationships with colleagues, stakeholders and partners is critical to success.
