The Mission of the Land Title and Survey Authority of British Columbia (LTSA) is to create confidence by delivering assured land title and land survey systems essential to the property market and economic foundation of British Columbia.

LTSA 2006 Annual Report - Backgrounder

The BC Land Title and Survey Authority (Authority) achieved or exceeded its 2006/07 performance targets in a year when land title and survey business activities were at an all-time high in British Columbia. The 2006/07 Annual Report for the Authority reports that in its second full year of operations, the Authority continued to make service quality improvements and offer new products, while successfully meeting the challenges of an extremely active real estate market.

In the 2006-07 business year, the Authority exceeded its time performance targets for all core services, thereby demonstrating its continued ability to provide timely and accurate land title and survey registration services. The volume of land title registrations was up 9 percent from the previous year. A record 1.33 million land title registrations were processed in an average turnaround time of 4.4 days for land title documents and 4.6 days for Land Title Act survey plans ' well below the performance target of six business days for these types of service.

The Authority confirmed a total of 1491 Crown land survey plans with an average processing time of eight days for Land Act survey confirmations and issued 292 Crown grant documents with an average turnaround time of three days, significantly below the 21 days performance target for both types of transactions.

Customer service was enhanced during the year by the continued expansion of the electronic filing system and seeking customer input to make aspects of the system more user- friendly. Use of the electronic filing system is steadily increasing and more than 26 percent of land title document applications were filed electronically in 2006/07. The Authority also began accepting submission of digital survey plans for surveys over Crown land and continued systems planning and development to enable online submission of survey plans to Land Title Offices.

Maintaining its historic land title and survey records is a high priority for the Authority and substantial progress was made in 2006/07 fiscal year in cataloguing and assessing the Authority's sizeable collection of these valuable records.

In addition to exceeding all performance targets, the authority ended the year in a solid financial position. The organization is well positioned to make future investments in new technology that will contribute to enhanced security and customer service.
