TO ALL BRITISH COLUMBIA LAND SURVEYORS

Re: Block Outline Survey - Section 69(3), Land Title Act

This circular letter applies to applications under section 69(3), Land Title Act, for subdivision and reference plans. Please contact our office should you wish to discuss requirements for block outline methods of posting for highway or forest service road plans.

1. An application must be made to this office to seek permission to conduct the survey under the block outline method. An acceptable application consists of a preliminary print of the survey plan depicting the location of controlling monuments. As a general rule, a density of one Type 1 or 2 monument per 20 lots, with a minimum of three control monuments, is required.

The preferred method of delivery for applications is by email to Surveyor.General@ltsa.ca. Applications may also be made via mail or facsimile (250 387-1830).

The land surveyor must make all reasonable efforts to ensure that the monuments will survive the construction phase of the development and are positioned to provide a solid control network for posting after construction is complete. If the survey is located within an Integrated Survey Area (ISA), there may be an opportunity to use ISA monuments as block outline control monuments as long as the ISA monuments are located within close proximity to the survey. In this regard, you are encouraged to exercise sound professional judgment based upon local site conditions.

2. Once the application has been approved, the subdivision or reference plan may be submitted, together with the applicable fee to this office. A letter of undertaking to complete the posting within one year, signed by the land surveyor responsible for the block outline plan, must accompany the plan.

3. Once the subdivision or reference plan is signed by the Surveyor General, the plan and a Block Outline Order will be returned to the applicant. Please note, we prefer that the plan be signed by the necessary owners and charge holders prior to submission to this office.

4. Once the final lot posting is completed, a posting plan must be submitted to this office for approval. Approved block outline posting plans will be returned to the surveyor for Land Title Office deposit.

The Surveyor General may grant an extension of time for completion of posting by issuing an extension order. An application stating the reasons for the extension must be submitted for consideration at least one month prior to the expiration of the original order.

Please note that all signature blocks for approval of the initial subdivision or reference plan and subsequent posting plan must be in accordance with section 158 of the Survey Rules or any amendments thereto.
