Dialog #2

Surveyor General Branch
Dialog No. 2
February 06, 2004

As mentioned in my last Dialog the business practices of the Surveyor General Branch have evolved considerably over the past year. To assist us in managing our workload with reduced resources we appreciate the cooperation of the land surveying community.

  • Item 1 - Requesting Parcel Designations for Land Act Surveys

In order to facilitate the issuance of parcel designations, we must receive a complete copy of the Offer Letter issued by Land and Water British Columbia Inc. (LWBC) from the land surveyor. A complete copy of the Offer Letter consists of a sketch plan showing the subject area, several pages outlining terms and conditions of the offer and a page bearing the signature of both LWBC and your client.

Reference - Circular Letter No. 417

  • Item 2 - Plan Submissions

Please ensure that your plan submissions to the Surveyor General Branch are as follows;

  • Land Act plan submission. Please submit the original mylar and four (4) paper prints. We do not require an initial submission of paper prints. Reference - Circular Letter No. 417.
  • Land Title Act plan submission. Please submit one (1) original mylar, one (1) duplicate mylar and ten (10) paper prints of the plan and a complete Offer Letter (as outlined above). We do not require an initial submission of paper prints.

  • Item 3 - Depiction of Canceled Primary Parcels on Land Act plans

Primary parcels are District Lots, Sections and Blocks. From time to time the Surveyor General Branch will cancel primary parcels in order to keep the cadastre as clean as possible. If you are surveying over a primary parcel that has been cancelled, do not show this cancelled primary parcel on your survey plan.

Sections 27(1)(s) and 27(1)(gg) of the General Survey Instructions Regulation continue to apply to all legal plans except where an underlying primary parcel is cancelled.

Our office will notify you when issuing a parcel designation if an underlying primary parcel is being cancelled.

  • Item 4 - Crown and Private parcels need to be on separate legal plans

Please do not place private and Crown parcels within the heavy outline on a single plan. Our business practices and records systems are such that placing private titled land and Crown (titled or untitled) land on a single plan can be awkward and adds considerably to our workload.

We recognize that there may be circumstances where this practice is unavoidable and in these cases, please contact us for specific direction.

  • Item 5 - Amendment to the General Survey Instructions Regulation (GSI)

The GSI have been recently amended. Refer to Circular Letter 419.

These amendments have not been consolidated into the main body of the GSI yet. To review the last consolidated GSI please link to the following:

Yours sincerely

Deputy Surveyor General
